NFL vs NHL

It is amazing the efforts the NFL goes to protect players, while hockey players pummel each other, and it's "in the rules." Is the NHL just not concerned about a player lawsuit, or do they just not care? I can only assume they feel the players will be loyal to the fact the sport is dangerous, and there are repercussions to deal with because of that fact.
